I'm just guessing, but I don't think China or Russia would send any nukes. If I recall correctly, China read the riot act to Russia early in the Ukraine war that using any nuclear weapon would open open up a big can of worms with China, don't do it. I suspect like others have said that they're moving things out rather than in. They could be flying out any enriched uranium that they might have, for a price. Gold, treasure, whatever else they may want to keep, or not leave behind.. If on the other hand they're flying stuff in, it might be Chinese state of the art defensive weapons and radar, not the junk that they sell to Venezuela.
