And I'm unsure about the China claim some have made. There is a factor of China shares a rather large border with Russia, 2600+ miles, and they already have their own relationship. So I don't know exactly how that is supposed to work.
My guess is it's some veil threat and the European countries will make some pledges and blah blah nothing really changes.
