When my grandparents were becoming legal citizens it was a requirement that a legal immigrant had to live in the U.S. for a minimum of 5 consecutive years with no interruptions and no arrests, misdemeanor or felony. A felony got you a one way trip out of the jail. Also, the crux of the legal process was your responsibility, they had to make sure they never missed a naturalization hearing and they had to make a declaration of intent a full 2 years prior to ever finalizing any legality. There were inspections carried out by immigration officials to make sure your house was in order and it was just that, that immigrants weren’t living in squalor nor disrepair.
