Fair tax (national sales tax) to replace income taxes and payroll taxes.
Requires repeal of the 16th Amendment and Tax Code (as well as significant downsizing of IRS) as well as a balanced budget amendment.
17% on everything except food/medicine (those will be 10%).
Now EVERYONE has skin in the game.

Income only. They still pay some consumption taxes as well as other taxes.
Get rid of income tax altogether.
