Arabs were offered a state over and over again. They rejected the offer as long as the Jews were alive, over and over again.
The United Nations Partition Plan for Palestine, adopted in November 1947 by UN Resolution 181, proposed dividing the British Mandate of Palestine into separate Arab and Jewish states. The Arab community in Palestine and the surrounding Arab states rejected this partition plan.
