him saying that no individual should take the vaccine.

This sounds like the body is a computer program.

Well, here’s a very simple article that gives a nice outline of how these developed. It took me about 10 seconds to find it, and it requires no special access or journal subscriptions or anything, so I’m not sure how you haven’t seen such things in all your own research.
