Here's a plenty fair bargain.
If you're on welfare, you get sterilized.
You can't afford to support yourself, so you obviously can't afford to take care of any children.
Snip Snip mother fricker. You want a kid and get off welfare in a few years, you can adopt one of the hundreds of thousands of children in foster care.
