If you can’t understand that people with a background in running commercial enterprises are better equipped to locate government waste and implement efficiencies than government bureaucrats, I can’t help you. Zero based budgeting is commonly used in business. This is the first time in my life that I’ve heard it suggested that it be applied to the government, and that’s pathetic.
