prepare to be amazed, junk. he's got a library i can only dream of except for 80s tv shows and as *ahem* other streaming has shown, he's got a robust pipe so you'll have no trouble watching his 4K videos. (no homo)
eta especially now while i'm going through the NAS process to keep from losing a ton of movies and music when one of my hard drives says "piss off".

How can I setup my Plex server where I can remotely add content or automatically add requested /new content. My dilemma is this...
I am currently working in Indiana, my Plex server is with me, but the apartment I am staying in provides the internet so it has been a pain to get it working remotely. I have it working for now but it streams in like 480p remotely. Is it possible to set up my server back at home where it can be without restrictions and access and add content to it while I am in Indiana?

Yes
You can SSH into it, or setup overseer some cloud services to make it external. SSH is free and if you use certs it's very secure.

My reccomendation is to set up tailscale or something similar so you can connect to it regardless of where it or you are.

that will get you into your remote pc in a more secure manner than just opening up remote desktop for the world (thanks microsoft for that huge security hole)

step 2 is a little more nuanced. we'll need to anaylze your hardware and get a sense for whether there's an issue with your remote client (pc? mac? phone? smart tv? roku?)
there are generally 3 causes that would prevent you from streaming 4K remotely from your setup.
- bad file; its too large, compressed inefficiently for web playback or your server is trying to transcode everything you play on the fly which you don't want to do ever if possible.
- server isn't powerful enough or your plex settings need to be tweaked. to test this theory, talk beauchristopher into sharing his plex server and see if you can stream content from him at 4K.
- which brings me to point #3, the plex app/client itself. you can choose to force direct-play or a number of settings to improve the quality. its possible your client isn't very good; there are dozens of plex clients for any platform and some suck pretty bad.
finally, if beau does choose to bless you
and its playing and says 'your speed is fast enough to stream at a higher quality' make sure you click that immediately!
if it ever says 'your connection is too slow to play at this quality' IGNORE THAT!! don't ever tell plex to make the quality worse. the reason for that is the 'auto quality switch' is still in beta and in my experience, doesn't work that great but you should be able to play content at least at 1080p.
and i'm happy to help; although most people wouldn't consider CAD-support as a PRO instead of a CON

I do not have access to the router to properly setup the port. it took many weeks of dealing with their IT in emails to get it where it is now.."working" but not streaming anything higher that 480p unless I am on the same network as the server.

WIll do... I will do it on my PC here to try it out. Once I know what i am doing I will have to do it again at home on the PC that will be dedicated for Plex. I will start doing my research on step 1, thanks!
Sounds like I should just trash mine and ask for access to Beau's the way yall talk about it

ok great, that eliminate alot of what i suggested
yes, tailscale is a must. you want that server set up and working at your home base.
also, make sure you've 'hardened' it to some degree. i suggest:
1. battery backup; even if it only runs for 10-15 minutes that will take care of 99% of the electrical flicker/outages. you'll want the following plugged into it:
--> router (duh)
--> pc
--> any external hard drives holding content.
that way any hiccup w/ power wont affect anyone remotely watching your content.
2. set the bios to 'restart on power loss/turning off' so you aren't sitting half a world away unable to log into your pc because the power went out for an hour and its just sitting there in the dark not running.
3. download 'processalive' and add your plex media server exe to that. that is a little app that runs in the background and if for any reason your plex server crashes, it will immediately restart it so again, it keeps you from annoying people logged in trying to watch movies.

do you have decent hardware; aka a PC from the last 3-5 years you can use and a stable high speed connection?
- start by downloading the free plex app
- hit me up and i'll give you an invite to IP torrents which has virtually every movie and tv show ever released since the dawn of eternity you can start to download. you'll need a basic understanding of 'qbittorrent' but its not that bad. its the tool you'll use to download 'torrent' movie files to your hard drive.
start small. its a fun hobby.
eta and try not to stress when you go to download the new Fantastic Four movie and see there are 783 different formats available.

I have whatever Cox offers as their top tier Internet and it's unlimited, it's cox though so the stability is questionable.
No on the PC but I did just order a HP mini PC to start running HA on it. It has Intel i5-12400T (6-Core)
RAM 16GB
System Drive 2TB SSD
Media Drive 12TB External
Graphics Integrated Intel UHD 730+
And a Google Coral to run the AI on my camera system.
This as far as I have gotten.

You don't technically need strong hardware to run a plex server, especially if you're only streaming locally and only to one or two devices. The main thing is you either need a CPU that supports quicksync or a gpu/graphics card that can handle encoding. And of course you need to configure plex to utilize that. There are a number of reasons that you'd need to encode the video on the fly and if your plex server can't do so fast enough, that may cause your stuck buffering. Note that the client/ device you're streaming to can have a significant effect on how well the stream plays too.
