Family vacation in Europe?

What country would be a good destination for the family during the summer? 3 teenagers and the other will be 11.
Am I crazy considering this with the current covid restrictions (none of us are vaccinated) and the Russia / Ukraine conflict?
We were debating the usual top picks, London, Paris, Rome, but are open to other suggestions.

Rent a boat and do a canal trip in France or England.

You'll have trouble for sure being unvaccinated unless something changes. But with kids that age, check out switzerland. Go hiking!!! Dolomites and Lake Como in Italy are supposed to be beautiful. Ireland is a beautiful country for a road trip.

Let’s pretend for a moment that reason prevails and we stop having to show medical passports or negative tests that you don’t have a respiratory virus in order to travel…
What does your family like to do? Any history buffs? Foodies? Outdoor enthusiasts? Art fans? Anybody want to take luge lessons? Are they good travelers? How long are you thinking? Is there a direct flight to Europe easily reachable for your family’s home town?

What does your family want? Entertainment? Sports? Museums? Nature? Beaches? Music? Mountains? Europe is a huge place with lots of different attractions, and we don't know what you're into.
I'm happy to throw out some ideas if you can narrow it down.
I'm guessing at that age the attention spans are a bit short so 1-2 decent museums are tops. I would suggest one of two ideas.
1. Fly into Paris, visit a museum or two and perhaps the eiffel tower. Fast train to St. Sebastien and enjoy the beaches for a few days. St. Sebastien is a wonderful little town, too, with great food. Also the Bilbao Gugenheim is an hour or two away but it's funky modern art.
2. Fly into Berlin, see a few museums and historic points, then night train to Stockholm (includes ferry over Baltic). Swedish lake country is very cool and you can blow off some steam for a few days there. Stockholm is also a charming place to spend a few nights.

I suggest doing vienna, Budapest, bratislava area. You can hit three countries all very close to easy other.
London is also a great and easy one.

Given that, I always recommend first time visit multiple different countries. I like flying into either Amsterdam or Paris, and going to Belgium and maybe Frankfurt. All close together and easy 1-3 hour trains. Plenty to do in that area.
Can also easily do a London - Paris trip. Rome is awesome for that age due to all the history but outside of flying its not close to another country.
I also could not recommend Munich - Austria- Switzerland type of trip enough. The Alps in the summer are phenomenal.

Lucerne Switzerland would be a great place to vacation with family.
