“It’s embarrassing,” a person briefed on the discussions said, per The Athletic. “It’s been degrading every year. I don’t know how much higher his pants can go.”

“The other big point of focus at the meeting will be seldom-enforced equipment rules for which the rules committee might propose the threat of an actual game penalty. One possibility is a warning for a first offense, followed by a charged timeout or a delay-of-game penalty if the offending team has no timeouts remaining,” The Athletic reported.

“The pants rule hasn’t been enforced because nobody has cared to do it. Game officials have said they have too many other things to worry about. Coaches, too. Conferences haven’t stepped up to help with enforcement, either. The NFL has a specific official at games to monitor equipment violations before the game, and fines can be issued. College football does not have that.”

Not sure how you plan to fine anyone without a legal agreement in place. Millions in legal fees are spent by both sides every few years to get a CBA that sets the fines.

NCAA football absolutely has officials that "monitor this. They walk around in pregame and tell you who or who does not have certain pads in. They love to try to get people on the butt pad and thigh pads. When I was working in CFB, we goat away with this by just using the plastic shell from the thigh pads as for the butt pad, we took foam and cut it to stick in the girdles. Knee pads I either ordered the Adams circular ones or a youth set, for everyone. Some of our QB's wore the Adams body suit, we cut it in half, so it was a rib protector, and hip butt pad in one.

The NCAA officials are just too lazy to enforce the rule, but to say they do not check, it is laughable, because they check pads, casts, and allegedly stud length, but if everyone is wearing 5/16 instead of 1/4 they cannot tell.

I recall they’ve penalized teams in the past for the pants over the knees violations but that was many years ago

Everything needs to be enforced. All the old generations bitch about everything the kids do, but they don't enforce anything in any part of their life. It's always just "oh well".
