I’ll admit I’m ignorant when it comes to this level of stock manipulation.
What happens if someone’s liability in a short exceeds their ability to pay? Are they forced out of it or can they hold on to it hoping the stock price changes in their favor?

Musk learned in early Feb that Gates was short TSLA. Presumably then, Gates' initial TSLA stock borrow exchange would have cleared somewhere in Jan's $950-$1150pps range. Meaning Gates would pocket a 25%-50% ROI if he cashed that position now.

The losses in a short are technically infinite. You sell it at a high price and if it keeps going up you must pay the difference. Some/most borrow the money to sell and could owe margin interest on that money as well. You and I might have an issue dealing with that, but no doubt Bill is good for it.

This would never happen. The amount of stock your allowed to borrow, would never exceed your ability to cover a loss.
