The wife and I have interest in relocating to a more desirable part of the country.

Determine industries, businesses in that city and look at their websites for career opportunities.

What kind of jobs? LinkedIn is the best.
Connect with recruiters on there that recruit in your field that live in the area you want to move

I've relocated from BTR a few times. Indeed and LinkedIn are your best bets, including any industry specific niche you may be in.
Any recruiter that knows what they're doing, will look at your multiple years of living, graduating and working in BTR, LAF, or wherever will be instantly suspicious of your actual willingness to move. I got this loud and clear before I moved to SC for a role in 2000. She repeatedly asked me if I could really move. I said that I would find an apartment on the internet, have my uHaul loaded on Saturday, and show up to work on Monday morning if that's what it took. This was from a tech recruiter that was so on the ball, that when I told her I had a Cisco certification, she asked how I got certified in food distribution (Sysco.) Even her amoeba brain knew that people actually agreeing to relo doesn't end up a probability. (LA to SC isn't LA to New Jersey, ffs.)
There is too much kvetching out of LA people about moving (I assume this happens to some extent in a lot of the South due to the importance of family to guarantee you'll never fulfill your potential, because of cousins nearby and whatnot.) You need to fly your flag of "I really, really mean to GTFO," especially if you give indicators you have family.

I put my resume as searchable in Indeed when looking to relocate. I was very specific about certain softwares, industry crms etc. I used because employers can search.
I was in BR and had a family company in UT reach out solely based on that. Couple of phone interviews and I had a badass remote job pre-covid making waaay more than I did in BR with much better benefits. Made the move easy.
My current job I think I found on indeed or LinkedIn. Its a small company in Boston and I'm in TN.
So my suggestion is just keep both those up to date, keep adding those LinkedIn connections, and apply to lots.

If you’re seriously committed to the move, I suggest establishing residency first. I’d pick the place before I’d pick the job. I’ve relocated quite a bit.

There’s some industrial/manufacturing stuff with information provided by states that sales people use for cold calls. Probably some for other industries.
Check the SOS offices for what they collect: filings, correlated financial information from tax filings, numbers of employees, physical size, permits, etc.. pretty much a complete summary of required filings of the company and industry overall. Every company with a business license has to file with the SOS.

Greater Houston is nothing but transplants from non desirable places. Everybody I freaking meet is from California or NY. It makes me sick.
On the flip side I would have no issue with a bunch of transplants from Louisiana, Alabama, Arkansas Mississippi or Oklahoma. I rarely meet transplants from the south. They’re from CA or NY about 9 times outta 10
