How? It's a forward pass so can't be a fumble and there is a receiver in the area (TE or RB)...

1. Flicking a ball 2 inches off the ground directly into the turf isn’t necessarily a “throwing motion”
2. Using your logic, intentional grounding would never be called because “players are in the area”

QBs have been called for intentional grounding if they backpedal before spiking it or if they spike it when the clock is not running.

Achually....

ball carrier, in any location, commits intentional grounding when throwing a pass with no realistic chance of completion in order to avoid a sack; for instance, throwing the football down near himself. In particular, spiking the ball automatically results in a penalty of intentional grounding, regardless of any other factors. However, the rules explicitly allow the quarterback to spike the ball immediately after receiving it from the center to stop the clock[a] without using a time out.

Some of you young kids may not remember a time where the QB would have to throw it OOB to stop the clock.

It's a throwing motion.

Do you know how close the RB is to the QB? Of course it's in the vicinity he's right behind him
