Spain doesn't take kindly to outsiders these days. Unless you can pass off as a local.

Do you have any preference at all?

In Asia, it would probably be Thailand. Different answers on Europe etc.

I'm a finance guy, I'd move to Switzerland.

That doesn't go along with a LCOL though.

Really depends. Am I still married and at what age.

I can see myself living somewhere as a widow when I'm 70 if my wife passes early (God forbid) and then I can see us living other places together. I wouldn't want to rough it in any third world or newly industrialized Asian country.

I'd probably say New Zealand.

Are you talking about relocating for a few years or permanently? Two different answers.

I recently attained an EU passport and have been thinking about this a lot.

Here's food for thought: I have a family member who moved to Portugal in the past year. This person is young-ish and is fluent in Portuguese. They do really like it, but...even they say it's been MUCH MUCH harder than they had projected.

Example: moving from the UK, you need to change your cell service over to whatever the local one is in Portugal. You might assume this would be like a 30 minute phone call or branch visit. Nope. 15-20 hours of haggling on the phone. For this one tiny item.

The advice: if you can make peace with the fact that places like Spain, Italy and Portugal are essentially governed by an all-saturating bureaucratic mindset, then take the plunge. If you can't, then DO NOT.

Other options:

Ecuador - it's just so much closer to 3rd world than you might imagine. I can see it working for some, not for many others.

Bulgaria? They just joined the Eurozone on Jan 1

Costa Rica?

I have a friend , who's old like me, who moved to Lisbon a year ago from the US and loves it. He said it was easy and he doesn't speak portuguese. Your family member could have just gotten GoogleFi and been done with it. That's what I use in the US and it works seamlessly in Europe with no additional cost. But yea, they do have many more rules over there which takes getting used to.
