It's organic. I wouldn't worry about it. It will biodegrade very quickly.

Legally of course. If everyone decide throw away biodegradable items everywhere it would be an issue

Discretion is required. I wouldn’t mind anyone dropping an orange peel off a boat in an ocean.

While this IS true, organic food stuff like this attracts small mammals like rodents. This in turn attracts birds of prey like hawks and owls to the side of the road where they inadvertently get hit by cars. I would imagine an orange peel wouldn't be that bad but apple cores and banana peels are a no no.
