I think it is important to point out that Adam Kinzinger is a moron.
"Title 8 USC § 1357. Powers of immigration officers and employees
(a) Powers without warrant --
Any officer or employee of the Service authorized under regulations prescribed by the Attorney General shall have power without warrant-
(5) to make arrests-
(A) for any offense against the United States, if the offense is committed in the officer's or employee's presence, or
(B) for any felony cognizable under the laws of the United States, if the officer or employee has reasonable grounds to believe that the person to be arrested has committed or is committing such a felony."

traffic laws are not felonies nor offenses agasint the United States. That isn't just ICE, FBI agents aren't taking you in for traffic offenses.
That said, obstruction is probably chargeable, though in practice it doesn't matter, these guys can do whatever they want, taking on any cop in America is an invitation to get your arse beat without consequence to the cop. ICE agents are roughly equivalent to small-town deputy sherrifs in their skill level, they aren't Mindhunter.

I think it’s important to point out that she wasn’t just “impeding traffic.” She was impeding the ICE agents operation/travel.

In the instance that "impeding traffic" is obstruction and interference with a federal officer in the performance of their duty, I'd say they have any and every right to enforce it.
It also helps not to drive 200 horsepower guided missiles towards federal agents in the performance of their constitutional duty. There are many who would deem it unwise and dangerous.
