A civilian judge has zero jurisdiction in military matters. That’s why the military conducts its own court proceedings with a military judge and jury panel.
For those who don’t know, a general court martial is for the most severe of crimes. Summary court martial is for minor infractions on enlisted members only and consists of one officer acting as judge and jury, Special court martial is for moderate offenses consisting of a judge and 3 members as jury. Punishments range from 1 year imprisonment to bad conduct discharge and forfeiture of pay.
General court martial is very serious and only for the worst of crimes. Consists of military judge and 5-8 juror members. Punishments are death, life in prison, dishonorable discharge or forfeiture of all pay.

Unfortunately no, this doesn't appear to be legit. They backed off of a court martial because prosecutors don't think they can get a conviction.
They're going to reduce his rank and pay but this is just an administrative procedure, not a court martial.
