“The Democrats refuse to vote for Voter I.D., or Citizenship. The reason is very simple — They want to continue to cheat in Elections,” Trump posted to Truth Social.
“This was not what our Founders desired. I have searched the depths of Legal Arguments not yet articulated or vetted on this subject, and will be presenting an irrefutable one in the very near future. There will be Voter I.D. for the Midterm Elections, whether approved by Congress or not!” he continued.
In a second post, published minutes after the first, Trump said, “If we can’t get it through Congress, there are Legal reasons why this SCAM is not permitted. I will be presenting them shortly, in the form of an Executive Order.”

He needs to include language in the EO that prevents groups from going to court to sue, to preempt likely attempts at striking this down

That's unavoidable. As the poster above you said, if he does this it is 100% going before SCOTUS. Which, it should. We need them to come to bat on this issue. The constitution is unequivocal. You have to be a citizen to vote.

The idea that Congress can set the rules for national elections is questionable. There's no way a president has that power. Remember, if Trump can do it so can a Democrat president.

There are no national rules regarding ids you stupid frick. Since our nation has been infiltrated with uneducated morons like you, we have to ensure civics is taught in school again. Are you ok with a future Democrat president making it illegal to show ids nationally? Anything Trump can do, a future president can do. Why do you want the president to be a dictator?
