For you pervs like me that thought it was a penis, it is called a bulbous bow.

In positive displacement hulls, the length of the ship factors heavily in the max speed calculation. From google:

Pops worked at shipyards his whole life after a brief stint in the Navy. He was new construction manager for 3 different boat builders along the Gulf Coast and never put a bulbous bow on a boat until the last three he built, all for Hornbeck offshore. The engineers/naval architect who designed those boats had to source the fab shop to build them because the coonasses didn’t know how to do that and the shipyard just welded them up. I think they were built in South Carolina, but that was 15 years ago.

with sail boats your description is more like maximum speed. I think the ratio was around 3-1 not remembering units. But kinda like a 20 foot sailboat was limited to 8 knots, a 40 foot could do 16. and there is an upper limit to rule application
