Because TC Energy said "screw it" and cut their losses after all the back and forth over the years, and other pipelines that didn't draw red meat attention basically helped take its place.
While the enviro-commies were focused solely on Keystone XL, other legs to add to that overall flow were being approved and constructed.
The specific "XL" project of that network is no longer worth the investment in capital to construct, even if it were approved by Noon today and somehow couldn't be revoked during the construction and commission phase.

My guess is they are afraid of getting burned again. If Vance loses in 28 and a communist gets in and revokes their permit again they would get doubly screwed.
Honestly any Trump revocations on regulations and permitting is nice but not as big as people think. Companies don’t act bc they know a Dem will just put them right back in.

It's a right wing political slogan. The company that proposed it moved on years ago. If republicans want it built, they can build it.

Exactly. There is no "pipeline gap" that needs to be filled. Other lines were constructed to fill whatever need there was.

The 1.2 million BPD Capline was reversed. The only thing keeping from being reversed was condensate, aka Eagle Ford, being sent from Corpus via ship to LOOP then pipelined to Canada to use as diluent for produced Canadian very heavy crude. When the Monteney wet natural gas was tapped in Canada, it produced enough condensate to no longer need imported from the USA.
Now with Venezuelan, Canadian is almost not needed along the Gulf Coast.
FWIW, the only reason that Keystone was built was unreliability of delivery of Venezuelan crude. Keystone XL was proposed and begun for the same reason.

Green peace has a 400 million dollar legal settlement against them for f-cking with the pipeline. Pipeline company does not want to lose that by return to service talk. Green peace probably will go bankrupt and not pay anyway

That lawsuit was brought by Energy Transfer and is in regards to Greenpeace interfering with with their construction and operations of the Dakota Access Pipeline, which is in operation.
Keystone XL was a project by TC Energy.
Two different pipelines. The lawsuit isn't about Keystone XL. If TC Energy should sue anyone for their losses on KXL, it should be the Federal Government. But...you never know if such a lawsuit would prevent other projects on Federal Lands from being approved until litigation is resolved.
