The threshold will continue to be lowered, over the years, until any income or wealth will be exit taxed

Don't see how an exit tax passes judicial scrutiny... But California is a shithole, so they will try.
I posted last week about them sending threatening letters to everyone who has fled the state over the last few years demanding they prove via moving receipts that they no longer live in the state.

Well, our own Federal government does it. Not sure how a state would do it. New York is also thinking about doing it.

I honestly believe California, New York, Illinois, and all the other blue states would build a wall to keep people from leaving like East Germany.

It’s an amendment that is on the upcoming ballot and only applies to those with at least one billion in assets.

I'm so glad I left California in 2015 and liquidated all assets there by 2019. Beautiful state, but it's not worth the bullshite.

And if they can't tax them for leaving, can the state run arbitrary fishing expeditions to source out whether or not someone, anyone (especially those 'rich people' earning over $200k) has underreported, unless there is an irregularity or a "we need you to qualify this deduction you took" situation?
Is that like, "show me the taxpayer and I'll show you the fraud?" That's a pretty heavy handed move by government if they do that.

What they will do is pass this state law. Then from that day forward all citizens fall under their laws. If you move they will tax you and claim its legal since you were a CA citizen at time of tax.
I lived in Cali while in the Navy and that was a long time ago and it was bad then. They tried to tax me $1800 for car registration and I had to get documents from Florida proving my FL residency plus show them I was active military.
They really don’t care and its a full blown commie state. They were using electronic monitoring back then. I got a letter saying I was operating a vehicle illegally in Cali and it had a black and white photo of me driving it.
Was super happy when I left that state. Whats worse is if a military retires in Cali they consider your retirement pay as earned in CA and want to tax it even if you move out of state. They claim it was earned at your record of address at retirement.
Not sure if that was ever fixed but military was cutting orders for last month prior to retirement in Nevada so military could get around that law, saying they retired in another state on record. Cali fought it and I have no idea the outcome because I retired in another state normally.
