When you look at the CCTV video, it was definitely targeted. There is no question about that. The motive for the targeting is unknown.

Now that the seal has been broken it probably will. Just like school shootings and mass shootings. Once they start, that jeanie has not been put back in the bottle.
The MoneyTalk is pretty well accepted as a rational board on TD and this killing is even being glorified by some here calling the assassin a hero. This is very unlikely to be the last time it happens.
