Proposal pending to let NFL use replay for some penalties

Hits to defenseless players, horsecollars, facemasks and roughing/running into kickers.
The problem is that replay will be able to reverse flags but won't be able to add flags if it sees an obvious penalty.
So an uncalled for facemask almost ripping a QBs head off will stay uncalled because of gambling:
I don't understand how adding a flag will impact betting markets more than reversing one. Either way the eye in the sky has the more objective view.

Make ALL calls reviewable, flags, non flags, whatever. Add two extra challenges. Call it a day.

Some discussion on rules at the 15:00 mark. I think they need to penalize the offensive player for facemask violation on a stiff arm since the facemask is an area where a defensive player can't even look at.

Belichick argued for this for years. Same number of challenges, let them challenge anything.
Only argument I’ve ever seen against it is a silly one that it will slow the game down, but again it’s the exact same amount of challenges.
If that is really the concern then every replay should have a 45 second clock for the ref to review it. If you cannot make a call in that time then it’s not clear and obvious and the call on the field should stand
