You know the story about why he's done?
He was on an Amtrak train and started hitting on this Persian woman, saying really offensive things and he was drunk. She blew him off.
He went into the next car and called the FBI claiming she was a terrorist on the train with a bomb.
FBI stopped the train with SWAT, but Miller was so drunk he told them the wrong train. They tracked down his location and stopped that train. Everyone had to get off and be searched - they detained the woman. Sh't show.
He was arrested and his defense was that he is missing a chunk of his brain from an accident and it makes him do crazy things.
There is not a movie who's insurance will bond him now because he is certified crazy.
You can google the incident - it was in the news.
