I would be nervous about giving a 22 year old that kind of money, but of course I am sure he wouldn't have given it to her if he thought she would not be responsible with it..
Someone I know, he told me his sister gave her daughter (this person's niece) $10k after she graduated HS. What did she spend it on? She got tattoo sleeves on both arms that goes up to her neck, she spent every cent on tattoos. But then again, a parent should know or talk with kids before giving them a lump sum.

Its strange. Growing up everyone couldn't wait to graduate HS and turn 18. No one wanted to have their parents around. Today parents go on senior trips with their kids, etc.. It seems like parents are much more involved in their kids life post HS.

Don't know if anyone answered this, but it would be based on year. And if he is married, it'd be double. So for 2021, it'd be up to 30k if he files mfj, as the IRS would assume 15k from father and 15k from mother
Since the account was in her name, she legally had access to it at any point (if she found out about it and went to the back, they would give her access), so the gifts would be at the time deposited. Likely no gift tax

You also don't pay penalties on the money that was put into the account, only on the gains.
