Industry is attracted to high education rates and high per capita college degree holders.
Most of the people who get degrees in Louisiana leave Louisiana because of the lack of opportunity.

the public schools in all those parishes make the public schools in Catahoula, Tensas, Grant, Winn, Concordia look like Episcopal.
But you are correct, education is a major factor for companies looking to relocate/expand operations into new states. They know their employees that they are bringing along are going to want to have decent school options for their families. Especially public schools which are relatively free for the students, as opposed to what the top private schools in the state cost in tuition (many more than in state tuition at LSU) which is absurd.

It never will as long as every single thing is based on family and friend connects and massive amounts of corruption. Has nothing to do with what type of industry or what party is in poweer.

Brain drain will be continuous in Louisiana. Blue collar trades thrive, however tech will never come into fruition with higher earning potential elsewhere.

It's been going on for 30 years so I guess not.
Most of the rest of the South seems to be improving though. Our fairly low COL doesn't seem to help us for whatever reason.
