The feeding program one for kids I just read about. Some restaurant owner said he was serving thousands of meals/day/week. If I was implementing a program like this, I would have a system that flagged anyone serving over 500 meals/day/7 days a week and assign someone to do a follow up either to help support a person/agency doing great work in the community or to discover fraud.
