I think people just spend a lot more money now than they used to, so that's probably what the article is referring to. I mean to many "middle class" people it probably never even occurred to them that they don't NEED a smart phone (or the newest one) or the highest cable TV package (or one at all), or a car that's less than new.

Makes sense - The ole lady and I make a little over $100,000 together in DFW with one kid and barely get by.
Mortgage, two cars etc etc etc

says "each".
It says "each year".
63k salary with two working adults is basically $15 an hour per adult. That really isn't much at all.
ETA: almost certain they are referring to gross income, too. They are comparing the numbers to the state averages of gross income, so it would make sense.

I don't think you know what "barely get by" truly is...

So you have two car payments and barely get by? Sounds like you can't actually afford the cars.

pretty much this, people don't know how to prioritize anymore, and don't know what a "necessity" really is

He probably does barely get by because of his spending choices.

barely getting by is worrying about having enough money to feed your family or having your home foreclosed
barely getting by is not having 2 car notes

"Dignified" means $400k+ home, new 4 wheel drive King Ranch F-350 every two years for the dad, new Honda SUV every two years for mom, private school tuition for the kids, season tickets to LSU football, eating out three nights a week, and professional landscapers taking care of your yard every week of the year. Just the basics really.
