I think there's a good chance that mandatory birth control results in a big increase in spread of STDs since it could lead to more people to have unprotected sex since they wouldn't be worried about unintended pregnancies.
How about we just reform the welfare system and make people take more personal responsibility. A good start would be to stop handing out EBT cards that are nearly as good as cash. Make it vouchers. You get a voucher for case of baby food, voucher for formula, voucher for diapers, voucher for bread, milk, cold cuts, etc. It ridiculous to see someone who supposedly can't afford to buy their own groceries, but they whip out that Louisiana Purchase card to buy 10 lbs of boiled crawfish at $6.00 lb that'll feed 2 people.
If you stop making welfare and food stamps an attractive option, people will start making more responsible decisions. When kids spend their whole lives watching people basically live entirely on government handouts, it does nothing to encourage that kid to work hard to be successful in life because they know they can be a lazy screw up and Uncle Sam will meet all their needs.

Medicaid covers the procedure for women to get their tubes tide so the government already cover the pay for poor women. The 2500 incentive is not a bad idea.

I'm no doctor, but I imagine that STD's aren't nearly the threat to the well being of this country as uneducated and impoverished young people.
I agree with the welfare reform. I've said for years that the food stamp program should be run like WIC. No convenience foods at all, and definitely no ribeyes or seafood.

Mandatory birth control is a cop out for improving social services, foster care, and the adoption system in this country. All three are an utter shitshow and it would make a world of difference if we revamped all three.
But as far as birth control itself, not all women can use birth control medication. There's a reason it has to be prescribed by a doctor (even at a clinic). There are medical risks to being on birth control for an extended period of time, especially if you have a family history of blood clots/high blood pressure.
And for as many women as there is popping out multiple babies for a welfare check, there are just as many men who have multiple children by multiple women without paying child support. So if we're going to go all in, might as well start handing out vasectomies if you can't keep your dick in your pants and take responsibility for your kids.

Maybe not on an age scale, but on a self sufficient scale? Have prerequisites to getting a "child license" such as IQ testing, proof of property ownership, credit scores, income, family assets, etc.
Low IQ, don't own property, low/no income, on government assistance = 1 child only
Normal IQ, own property, middle class income, no government assistance = as many children as you want
This would be insane, but I guarantee you the crime rate would plummet within 15-20 years. It's the same premise and theory that Freakonomics has on as abortion rates increase crime rates decrease dramatically 20 years later.

I read an article a while back ( LINK) that, no lie, that the teen pregnancy show on MTV helped to drop the teen pregnancy rate.

Like I said, you're requiring mandatory birth control for all women of that age. Not all women can take prescription birth control for a host of medical reasons. Then you have religious exceptions and given that about a quarter of the US population is Catholic you'd have a hard time pushing that as mandatory.

What I am proposing is an either/or scenario, not an all of the above.
Have a low IQ but work your arse off and have a middle class income with no government assistance but rent your entire life - you qualify.
Have a high IQ, own your own property, have a middle class income with no government assistance - you qualify.
Low IQ, low/no income, no property and suck on the tit - don't qualify for more than 1 child.

Instead of trying to "fix" kids from having babies, why not educate them on safe sex and hold them accountable and make them raise the child when they don't. They will learn real quick if they have any sense.

The problem there is that most kids have no sense. If you take a look the next time you're at Walmart, most adults have very little sense.
