I suspect he has bonded out and the system hasnt updated.
Now if there were weapons used, tangible physical injury maybe, maybe they have a bond hearing.
As for his license LA is a mandatory for all, for profit bar association. So this guy will be enrolled in our "assistance program" (run by the bar association) and he will regret being born. They will nickel and dime him to death while "helping" him.

Yes, they need to pay dues, fees and cost.
Yes if you comply with all the terms, but it is a ton of shite. Way more onerous that the civilian side.
