Haven't read 7 pages but the video looks like the dam is performing as designed, full capacity through the dam with gates open, and the emergency spillway flowing around the side. The dam isn't overtopped.

working as designed....? Did you see the water carry off half of the dam control buildings?

I'm guessing the brand new spillway will keep the dam from failing.
