Depends, but mostly sold by the pound.
These customers are just an absolute pain in the arse, but most stores will just let this fall under shrink. Produce shrink is typically high enough that this won't make a difference to their margins.
With all that said, frick people like her. At $3 a lb, she's saving like 10 cents doing this shite and all it does is piss off the produce workers who get to the store at 3-4 AM to set up the wet rack. Also, frick people who shuck their corn and leave the husks all over the place.

I guess that's about the same as people who swap out the $1.99 a lb. scan stickers for the $0.79 a lb. sticker from some other produce.

They sell the whole broccoli and they also sell the “crowns” with minor stems.
Crowns are more expensive as they don’t have the stem.
She is buying the “crowns” at the base price.

Never seen it done with broccoli, but every year around St Patrick's Day I see people peeling off a layer or two on cabbage.
