It is NOLA.

They go with the lowest bidder who is related to someone in power.

Not quire.

In NOLA tires and rims are stolen off of cars because the thief wants them for his car.
In South Africa (several notches above Haiti) tires are stolen so that the President's ex wife can oversee putting them around enemies as setting the tires and enemies on fire.

Not really.

With the taxes they receive, why hasn’t the infrastructure been improved?

The fact that they are living and surviving off of 100 year old infrastructure is clear aspect of 3rd world countries.

Obviously....

Probably the most sound bridge in the state after its remodel...

Or, we can not pump out the groundwater so that the ground doesn't subside. But that would be too simple.

And post-award proceed to submit multiple change orders that push bid costs well above highest (and probably most qualified) bidder's bid.

They have been replacing pipes under Claiborne for a while now. Go drive along it.., it’s all torn up with construction.

When you replace pipes section by section, I imagine it increases the stress on the not yet replaced pipes.

The pictures of this are wild.

They have been working on Claiborne for like 2 years already. I cannot imagine how long this is going to take.
