You'd be right. At 4.8%, utah has the lowest snap utilization in the country. Nationwide average is around 12%.
I just read an article that pushed higher than 12%, but I am not sure of the time frame.

Medicaid and CHIP enrollment shows a similar pattern: 17.2% of Americans participate, compared with 23.6% of refugees or 26.5% when US-born children of refugees are included.

Just want to clarify, there is no law banning soft drinks. The bill they signed required the State to submit a waiver request to the Federal Government to exclude soft drinks from eligible purchases in Utah.
Feds control SNAP. States have to ask permission via waiver to restrict certain items.
Authorizing State departments to submit a waiver can also be done via Executive Order.

SNAP recipients should only receive the basics: milk, water, rice, beans, and one type of meat. That's it.

I remember the outrage on here around the discussion on New York wanting to limit the sizes of sugary drinks. It was almost unanimous against it. I bet most of those in that thread are on the fat shot now and bitching about the costs of health insurance.
