Yeah, there are fricked up homeless people camped under tons of bridges that cross the bayous. When I worked Downtown I would walk down to Buffalo Bayou every now and then on a lunch break and see them under the bridges.

People who don't know their surroundings, or are too fricked up to notice, aren't going to be able to judge depths or prepare for how quickly the water levels rise in a good hard rain.
