Probably. That is just Louisiana though. 
Crazy how quickly they died out and with hardly any federal intervention. Carlos must have really held the reigns or found a way for them to actually go legal.

Of course they were a joke because they weren’t in charge of anything.
The guy that came to the FQ every few months to collect was from Chicago. They left after Katrina and the Russian mob took over, ramped up the prostitution, drugs, and baby selling.
Russians don’t cooperate.
Ftr Dooky Chase is in Treme - which despite all the attention- is an awful neighborhood

You have a great point, but most people were happy when the local O/C guys sold their brand of misery in unseen lower class areas while keeping the tourist areas free of visible crime.
