Is IAM a thing outside of Amazon Web Services?
Anyway, most of the teams you mentioned have been super-lazy guys installing service packs and knocking off at 3PM at the places I've worked, but Twitter might be the one place you actually need more infrastructure/SRE people than anything else. It's not like their software is much. It's all about volume and availability.

No, he is doing a sped run on how to turn a company around. Twitter was a big pile of shite whose employees weren't working and were stealing paychecks. They were all lazy. I am sure he was horrified when we walked in there and said "frick this shite".
They only need 500 workers to run that place. 100 can do it on a skeleton crew.

What Elon is shedding the light on is how many people think that companies only exist to give them money. They don’t actually want to earn a paycheck. There are 1000’s of engineers and programmers that will jump at the chance to work for Elon and this purge while very painful has a chance to be a major breakthrough for the company.
