When a law enforcement officer pulls you over for a lawful reason, you are detained because they are stopping you for a suspected crime/violation.
If a cop walks up to you for no reason, you are not detained unless they can suspect you of a crime.

I often go down the police body cam rabbit hole on YouTube, and starting to notice that some agencies have something like a mini spike strip that they will put by a driver's tire if they start to get a sense that they might take off.

This might be good for the idiots passed out at a stop light or something. Because based on video evidence, the cops are too stupid or soft to block the vehicle in.

When states or cities declare themselves a sanctuary it means their local LEO will not cooperate with ICE. Primarily it means that when one of their precious illegals gets arrested for a crime, the local LEO will not notify ICE. So instead of just picking them up from the jail, in a quick easy and safe manner, ICE has to go find the them after local LEO releases them.

I've been pulled over several times and have had no (what I considered) bad interactions with the cops, even though there have been a few that I've considered a little over the top.
None of the cops have acted a jerk and some have been sorta funny. Once on a motorcycle, I fessed up that I had a pistol. He asked where it was and I told him. He said, "OK, if you don't touch yours, I won't touch mine."

You should think long and hard about your logic. You are saying that if the locals don't want to cooperate with the feds, then the feds have a "need" to roll up with a heavy-handed approach and military posture. Whatever happened to small government?

99.5% of traffic stops do not end up in a chase.
The chances the officer would forget to retrieve the device is probably 1 in 10. That is a lot of money to pay for replacement tires.
Maybe some jurisdictions with higher chase percentages would use a device that can be placed on the tire and be remotely activated if the criminal runs...

Seriously, just take a look at what these guys are carrying already.
And this enters their constant thought and focus processes which distracts from what they need to focus on while approaching a vehicle with an unknown driver and occupants.
