It's called up-speaking and I've found it most often used in overcompensating for trying to lessen an assertive tone. Over time, it can become a habit. It's become almost the default for a growing number of the under-40 crowd.
"I went to the store? And bought some chips? And then came back home?"
It comes across (at least to me) as someone who sorely lacks confidence seeking confirmation (which makes me not want to give confirmation because the older I get the more crotchety I get).
