I remember they had a small population of black people from NOLA that were moved there after katrina. Wouldn't doubt this kid has ties to those folks.

Then go outdoors again after 5 PM. Outdoor dining at 7 PM as it’s cooling down is very nice. Once it gets down to 90 degrees F it’s nice in the shade because it’s dry.

Just passersbys or a group of people.
They want to paint everything as Random as if we don't have a major epidemic of loosely organized affiliated murderers in our streets...who happen to all be minorities and "Dreamers".
