I'd argue that they won't ever have the degree of underclass without a lot of very specific things happening.
I sort of became obsessed with Muslim European crime after watching The Prophet. No way that movie could take place here.

i just think that the day to day lives and culture of our underclass are so inconceivable to our coastal elites and Europeans that it does make sense how that Australian/UN guy can say we're as poor as the 3rd world

So in other words, you can lower recidivism at the expense of having actual justice.

Yeah let's allow BTK to take weekend trips back to Witchita. I'm sure he would never ever be a threat to anyone. And while we're at it, let's allow Cruz to go back to Broward county and play with his guns.

Right. Because it's a postmodern idea designed to ignore human nature, part of the endless "unmaking" of things. Retributive punishmentent is a part of justice, especially for heinous crimes. The goal of a justice system has never been understood as existing mainly to help out people who commit evil acts until recently. It may work to rehabilitate them, but don't kid yourself and call it justice.

Man, I am all about criminal justice and prison reform in the U.S., but something tells me that wouldn't work particularly well here.

Their prison system is also a lot cheaper to run. They have less recidivism, less violence, and better rehabilitation also. I find it amusing that conservatives would criticize a system that is cheaper and does a better job.

I'm not for plan, nor did I pretend to be. In fact, I was shocked at what I was watching.
I simply found it interesting and fodder for discussion.

Almost all the prisoners were white and German. It would never work here because we have a melting pot of multi racial/ multi ethnic population.

Hmmm - not sure I agree with that.
They very much did have a huge and unruly underclass pre-WWI. The UK, Germany, and, especially, France (shite, France still kind of does) had the restive, violent, and impoverished by the many millions. From what I've seen, the murder rates were comparable between the U.S. and Europe back then.
I know you know this, but I think it's important to distinguish between all these European countries when we make these comparisons. France and the UK are still pretty damn violent for developed countries, probably every bit as violent as the U.S. is. They just don't kill each other as much because they don't have the same access to weapons. Germany, the Netherlands, and the Nordics are comparatively very peaceful, even among the more impoverished classes. Culture is everything with this stuff.
Two wars that basically wiped out whole generations of young men kind of did away with that.
