I can understand not wanting to face the reality of Baltimore while taking Trump on a tour, but to die in order to avoid it... that's commitment.

The governor appoints the successor. Maryland governor Larry Hogan happens to be a republican.
Fingers crossed that he can appoint a young black conservative to fill the spot and give that person a leg up on the upcoming election.

No he does not.
The governor can only appoint senators when they leave office before the term is expired.
A special election or waiting until the general election is the only way to fill the seat of a House Rep who resigns or dies in office.
Cummings seat will be vacant until someone wins an election.
