Just to clarify, when I scanned through it the first time I felt more strongly that was Durham's conclusion than after reading it again.
I do read Durham's conclusion as being that the most intriguing emails were never sent. He says those that purport to be from the Soros exec are likely composites of a bunch of different emails/fragments of emails.
But, Durham notes the CIA originally determined they weren't fabrications. He also essentially says that the theme behind the emails - that Clinton had a plan to discredit Trump over Russia - is true. I'm not sure that part is really news to normal people, although to me it is interesting that a bunch of Carnegie/Soros groups were likely knee deep in it (not surprising, but interesting to have potential evidence of it).
That said, people are going to grab onto quotes like the FBI pouring oil on the fire, and if Russia is taking bits of emails and putting them together to make a coherent, believable whole, I'm not sure how we can put much faith in individual lines of them. Presumably there was a reason for concocting emails in the way Durham believes they were - my guess would be taking a bunch of more boring bits and pieces and putting them into a more compelling, explosive whole.

I continue to think SFP is right in this, that this likely too much gray area to build a winning prosecution knowing that the deck is stacked against us.
I hope that I'm wrong, because I do think there was a lot of wrongdoing involved.
