States will have holds on payments over certain amounts and will have traps on the system for things like multiple refunds to the same address in the same period.
Sounds like the Feds don’t even bother with that.

The guy in charge of the safety of the entire country is not allowed to protect its citizens if congress fails in their responsibility, according to your logic.

They paid the State Department almost 40 billion dollars a year for over 20 yrs that wasn't approved by congress. So as Elon said, "you can go frick yourself".

No, in fact I want to follow the constitution's guidance on treason and put to death anyone lawfully convicted. I don't care if it's literally hundreds of thousands of government officials and employees. Aide terrorists isn't something that should be taken lightly.
