No, in terms of war and diplomacy it is pretty well understood that getting nuked means having a fission reaction occur in close proximity to an enemy.
This isn’t us talking about out a hit during a football game, context matters. Thermobarics, fuel air explosives, etc are not nukes, even though they are awesome, and it matters.
