If people want to quibble over the definition, fine. I doubt there's a discrete line that separates "war" from "military action" and there's a lot of gray there. In the legal terms of "Being At War", that requires a declaration of War from Congress.
So no, we are not " At War".

If the US obliterates everything they have that they could possibly respond with in short order and leaves without putting troops on the ground, it cannot be called a real war because there is no possible sustained armed combat between the two nations in that scenario. It simply does not meet the legal definition of a war.
It's a one sided arse kicking.
Now the Kurds and the Israelis being at war with Iran is another question entirely. They look like they will be at war.
