Blue cross blue shield allegedly violated insurance changes made by Donald Trump and executive order in 2017. The executive order permitted insurance companies to cross over state lines to sell to individuals and group plans.
The alleged antitrust violation was Blue Cross Blue Shield doing business as usual (each state where BCBS operates has a subsidiary company underwrite and service policies for that state). BCBS made no attempt to sell Blue Cross Blue Shield of Alabama to the residents and businesses of Louisiana for example (as was the practice before Trump's EO).
And attorneys doing what they do are eating about 1/3 of that settlement.
The reason why Trump did an EO was because the democrats wouldn't lift a filibuster on legislation which passed the house.
BCBS claims that they did nothing wrong. The attorneys claim the lack of doing anything proactive to market across state boundaries is the antitrust violation

And this is why health insurance is so expensive and why you have a very few companies making a shite ton of money. What began as a market based system has been manipulated and regulated layer by layer for decades. Each government fix requires another fix until you have the federal government as the sole provider of healthcare.
