They changed it, but you can decide how much you think it matters. They changed it to emphasize that vaccines no vaccine guarantees perfect sterilizing immunity. This wording change didn't alter the approval process , legal issues or scientific standards used to evaluate new vaccines. What matters for public health is not semantics but outcomes, which weren't affected.
