How many times over and over all the corrupt politicians or their aides plus all these small town politicians and workers or aides keep getting caught and it’s the same story every time. Stealing. How about some of this money going to our veterans that need help. The sacrifice they made

You need to understand how these things work.
For instance SFP is a friend of the mayor. You go to her assistant with an idea. Say you think it would be a good idea to raise awareness as to how harmful drugs can be.
Your idea is to organize a community event and have three speakers of note telling teenagers how bad drugs are. You give away free pizza and soda to the kids that come.
The mayor contracts with you to put the event on and used funds out of one of her special accounts to pay you. See what can happen?

At best, SFP was trying to make a distinction with no difference.
In reality, even that failed miserably.
I predict that he will NOT come back and acknowledge it. There is a decent chance he comes back and doubles and triples down though.
